Honesty statement & limitation of this tool

Honest Statement

While this Papakainga toolkit provides guidance for Whanau when it comes to navigating the development process of a Papakainga, it does not cover every challenges and barriers that may impact the development. Each and every Papakainga is different, with different needs and requirements that can vary widely. The development can be affected by conditions of the whenua, the needs of Whanau, available funding and how local council requirements apply to them. Because of this Whanau may still need specialist advice and support when moving from the planning phase to the development phase.

Ultimately this toolkit is made to be used as a starting point within the planning process. It is made to help Whanau navigate the Papakainga development process, rather than being a substitute for professional advice. The purpose is to help Whanau make these informed decisions before committing to development, to identify potential barriers earlier on and help Whanau understand where they can seek further assistance.

However we do know that finding which organisation or support system to approach can be a barrier itself, especially when it comes to Whanau who are developing a Papakainga for the first time. Because of this the toolkit has been made to help identify areas where further assistance could be needed and where Whanau can seek support. Below is a support guide for Papakainga Project Leaders and where they can seek further support.
